Citizen’s Charter speeds-up BCWD’s Frontline Services

The mandate of the Civil Service Commission (CSC) through Republic Act 9485 known as “Anti-Red Tape Act” or “Citizen’s Charter” has prodded Bislig City Water Distirct to implement the law last September 14, 2009 .

BCWD has identified six (6) frontline services  accordingly, to wit: Processing of New Water Service Connection Application for 35 minutes; Processing of  Request for Reconnection of Cut-off Water Service Connection 35 minutes; Processing of Request for Change of Account Name or Registration 25 minutes; Processing of Water Complaints either through phone, text or walk-in such as leakages before the meter for 5 minutes, High/Low Water Consumption 15 minutes, Low Water Pressure/No Water Supply/Turbid Water Supply 5 minutes and Non Delivery of Water Bill 7 minutes; and processing of water bill payment for 3 minutes.

The water bill payment countdown starts when the tellers handedly received the water bill for processing. Objectively, all processing timeframes of  transactions are programmed to be attainable under given normal circumstances.

In line with the improved and efficient frontline services, BCWD is also providing priority consideration to the Differently-Abled, Pregnant Women and Senior Citizen concessionaires on whatever frontline services they needed especially on water bill payment.

The Public Assistance and Complaint Desk is also in place to guide and provide information to concessionaire’s inquiries and needs. The frontline services will be open from 8:00 am - 5:00 pm without noon break.  Processing of Water Bill Payment is likewise accepted continuously from 8:00 am  - 4:30 pm, while Processing of BCWD’s general services is from the usual schedule of 8:00 am - 12:00 nn and 1:00 pm - 5:00 pm.

R.A. 9485 pushes the provision of efficient and speedy frontline services to the general public. All government offices are required to implement the law and are expected to be in compliance this September  2009.
